About CAP Alliance

CAP Alliance is an organization dedicated to supporting individuals transitioning from incarceration back into society. Our mission is to provide the essential tools, resources, and guidance needed for these individuals to secure meaningful employment, build stable lives, and positively contribute to their communities.

Founded by Dave Bates, who also serves as Co-Chair and a group of dedicated professionals and volunteers, CAP Alliance was created to address the unique challenges that formerly incarcerated individuals face when reentering the workforce. We work in collaboration with employers, community partners, and correctional facilities to offer comprehensive services, including job training, mentorship, and career placement assistance.

At CAP Alliance, we believe everyone deserves a second chance. Our programs empower returning citizens to overcome barriers, gain new skills, and build lasting careers. By helping individuals find employment, we aim to reduce recidivism and foster safer, more prosperous communities.

Meet the Team

  • Five Keys’ VP of Transitional Employment & Reentry, Five Keys Schools and Programs

    Dave Bates serves as the Vice President of Reentry and Transitional Employment at Five Keys. With 28 years of experience in the Los Angeles County Sheriff's Department, particularly within the Education Based Incarceration (EBI) division, Dave has dedicated his career to creating pathways for reentry populations. His work focuses on connecting individuals to essential resources such as vocational training, transitional housing, employment opportunities, family reunification, and sobriety support. In addition to his role at Five Keys, Dave is the founder of the Community Action Partnership (CAP Alliance), an initiative designed to unite agencies, organizations, educators, and employers in addressing reentry needs across seven regions in California, including Stockton, Los Angeles, and San Francisco. Three years ago, Dave spearheaded a workforce development program in Stockton, establishing a strong footprint in the community. This initiative has fostered connections with key stakeholders, including the Mayor's Office, Chief of Police, Sheriff's Office, Chamber of Commerce, and several nonprofits that assist with restorative justice campaigns. His leadership and vision continue to make a significant impact on the lives of those transitioning back into society.


  • Josephine Scott currently is a Program Manager and case manager at FTS that specializes in reentry and is passionate about serving her community. Her history includes working in the Department of Corrections where she oversaw and managed a crew of 25.  This is where she developed her passion for reentry. She has 15 years working in reentry field including case management/ coordinated and conditional releases in the LA County Sheriff's Department and in Santa Monica for the Prefiling Diversion Program.
